The Minnesota caucus is mostly-open. All voters may choose to participate either in the Democratic-Farmer-Labor caucus or the Republican caucus. Democratic-Farmer-Labor caucus-goers must consider themselves members of the DFL and must not be active members of any other party. Delegate Award Methodology
Democrats
Pledged delegates (77) are awarded proportionally based on statewide and district level vote totals. A 15% threshold is in place for all delegates. This means that a candidate must win at least 15% of the vote in a district or statewide election to be eligible for any delegates. Minnesota is also allocated 16 superdelegates which are not pledged based on the caucus outcome. Republicans
All Minnesota delegates (38) are awarded proportionally in the Republican caucus. Three delegates are awarded in each congressional district (24 total), and 14 at-large delegates (including 1 bonus delegate and 3 party leaders) are awarded based on the statewide results. There is a 10% threshold for a candidate to be eligible for delegates. The threshold is waived if no candidate earns 10%. Also, a candidate who earns 85% of the vote will be awarded all 38 delegates.
